Scope
Brief History of the Project
The Ministry of Energy in its mandate to create an enabling environment for the provision of modern
energy services is with the aid of one of its numerous partners starting to harness one of the country’s
many God given natural resources, namely Solar Energy and using it in a much productive and
meaningful manner. As the civil war caused untold destruction to the road safety and lighting
infrastructure, as well as poor maintenance in the past, the Ministry of Energy with the expertise of
Angelique International Limited have highlighted this area to benefit from Solar Energy.
•    Contract signed 12th April 2011 between GoSL (MoE) & Angelique International Limited
•    Contract value = $25,393,940 [EBID: $20,000,000 & GOSL: $5,393,960] including defect liability
of 2 years
•    Supply & installation of 8,880 solar street lights across 4 regions
•    Freetown, Lungi, Lunsar, Koindu and 12 district headquarter towns
•    Target completion date - July 2014
•    Improved lighting for road users, both pedestrian and vehicular
•    Improved and enhanced safety and security in communities
•    Improve night life and promote urban activities
•    Increase the supply of energy to the population
